DESE administers the Due Process Hearings. It also writes and gets the approval of the U.S. Department of Education for the state plan which outlines Missouri’s procedures for implementing IDEA.

Office of Civil Rights (OCR)
U.S. Department of Education
OCR takes, and tries to resolve, complaints about discrimination based on race, color, national origin, sex, age or disability in public and private programs that receive Federal funds from the U.S. Department of Education. These include most schools and colleges and some other entities such as vocational rehabilitation agencies and libraries. If your child does not have an IEP but does have a 504 Plan, one option is to file a complaint about the school through OCR. There are regional offices throughout the U.S. and the office closest to you will handle the complaint.

Code of Federal Regulations (CFR)
Based in the U.S. Department of Education, CFR is the recordof general and permanent rules of the Federal government. It consists of 50 titles covering broad topics subject to Federal regulation. Each volume is updated every calendar year and issued on a quarterly basis.

School Behavior
This site is maintained by a PhD-level specialist in New York State. I like it because if discusses “neurobehavioral disorders—the “hidden disabilities that can impair a student's academic, behavioral, and social-emotional functioning” that can effect classroom behavior. It includes information about doing a functional behavioral assessment.

The American Speech-Language-Hearing Association (ASHA)
ASHA is the professional, scientific, and credentialing association for members and affiliates who are audiologists, speech-language pathologists, and speech, language, and hearing scientists. This site has information about Speech-Language services but some information is limited to members of the association.
